Ball type neck bearings take a beating, and actually "dimple" the races they ride in, so the best way to check a "notchy" feel is jack the bike up, and slowly turn the front end, lock to lock, feeling for any sign of notchiness, or roughness. Do this severral times, once with the handle bars, once holding upward pressure on the front wheel, once with downward pressure. You'l seldom isolate bad bearings in the neck, with the wheel on the ground. Gotta get that front wheel in the air. If any is found, bearing and race replacement, upper and lower, in the neck is the cure.
This malady affects ALL mo'sickles with ball raced neck bearings...just part of the beast!
